THE SHORT ANSWERIn use

Yes. AI voice generators can now read a script in a natural voice, in dozens of languages, for a few dollars a month, though you still need to fix the odd mispronunciation and check the license. For most people we recommend ElevenLabs: it supports 90 plus languages, includes a commercial license from its $6 a month Starter plan, and has a free plan for testing.

Businesses already use AI voices for training, marketing and product videos every day, and commercial licenses are available on cheap self serve plans.

ElevenLabs

Best for most businesses that want natural voiceovers in many languages at a low price.

ElevenLabs has the widest range of what a small business might need from an AI voice: narration, ads, multi speaker dialogue, voice cloning and dubbing. Its newest model, Eleven v4, supports more than 90 languages and multi speaker dialogue, and it offers a choice of accents such as American, British, Indian and Scottish ElevenLabs features ↗. Its voice library runs to many thousands of voices, though its own page gives two different counts ElevenLabs features ↗. The Neuron's August 2026 business guide called it its best overall pick for expressive voice generation and cloning, and covers it for dubbing and voice agents too The Neuron guide ↗.

The entry price is low. The Starter plan is $6 a month, with about 30 minutes of speech, instant voice cloning and a commercial license ElevenLabs pricing ↗. Creator is $22 a month for about 121 minutes and adds a professional voice clone, which is a higher quality copy of your own voice ElevenLabs pricing ↗. Both were discounted for the first month when we checked ElevenLabs pricing ↗. Pro is $99 for about 600 minutes ElevenLabs pricing ↗. The free plan gives about 10 minutes a month, but content made on it cannot be used commercially and must credit ElevenLabs in the title ElevenLabs pricing ↗ ElevenLabs license help ↗.

Users praise the voices. On Capterra it scores 4.7 out of 5 from 25 reviews, with many saying listeners cannot tell it from a person Capterra, ElevenLabs ↗. The common complaint is credits: they run out quickly, and some users say unused credits were lost Capterra, ElevenLabs ↗ Trustpilot, ElevenLabs ↗. On Trustpilot, where it scores 3.1 from 1,174 reviews, users also report trouble reaching a human for support Trustpilot, ElevenLabs ↗. Hands on testing is in progress; we will update this guide with results.

Why we like it

  • Natural voices in 90 plus languages
  • Commercial license from $6 a month
  • Clone your own voice on cheap plans
  • Dubbing, dialogue and an API in the same account

Flaws but not dealbreakers

  • Credits run out fast and can be hard to forecast
  • Free plan is non commercial and needs attribution
  • Support can be slow to reach a human
Budget pickCreator about $19/user/month billed yearly, per CostBench

Murf AI

Best for training videos and slide narration made in Canva, Google Slides or PowerPoint.

Murf is built for polished business narration rather than characters and effects. It offers more than 200 voices across 35 plus languages, voice cloning, and dubbing Murf features ↗. Its big draw for small teams is where it plugs in: Murf lists integrations with Canva, Google Slides, PowerPoint and Adobe Captivate Murf features ↗. If your training material or sales decks already live in those tools, you can add a voiceover without exporting and re editing video. The Neuron recommends it for training, explainers, product demos and slide based voiceovers The Neuron guide ↗.

Murf's own pricing page did not load for us, so we rely on its home page and a third party price tracker. Murf says its free plan is limited to 10 minutes of voice generation with no commercial license, and that downloads need a paid plan Murf features ↗. CostBench lists the Creator plan at $19 a user per month billed yearly, or $29 monthly, with 24 hours of generation a year and commercial rights CostBench, Murf ↗. CostBench also notes Murf restructured its plans in July 2026, so confirm the price before you buy CostBench, Murf ↗.

Two cautions. CostBench reports that unused minutes expire each billing period, and cites one user report that failed attempts counted against the quota CostBench, Murf ↗. The Neuron advises high volume teams to check plan limits closely The Neuron guide ↗. For a few short videos a month, ElevenLabs Starter is cheaper ElevenLabs pricing ↗; for a steady flow of training narration, Murf's yearly hours can work out to a good rate.

Why we like it

  • Plugs into Canva, Google Slides and PowerPoint
  • 200 plus voices in 35 plus languages
  • Built for clear business narration
  • Voice cloning and dubbing available

Flaws but not dealbreakers

  • Pricing page did not load for us; prices from a third party
  • Unused minutes expire
  • Free plan cannot download audio

WellSaid

Best for brands that want voices from licensed, paid voice actors and clear rights.

WellSaid is the careful choice. The Neuron describes it as built for rights conscious narration, where licensed voice talent and team controls matter more than a huge voice catalog The Neuron guide ↗. WellSaid says customer data and content are never used to train its AI models WellSaid pricing ↗. Its most advanced model, Caruso, is available on every plan at no extra cost WellSaid pricing ↗. For a clinic, law office or franchise whose brand voice must be consistent and legally clean, that matters more than having 10,000 voices to choose from.

Starter costs $10 a month billed yearly, or $19 monthly, for 20 download minutes a month, and Pro costs $33 a month billed yearly, or $49 monthly, for 180 minutes WellSaid pricing ↗. All paid plans include full commercial rights WellSaid pricing ↗. Business is $160 a user per month billed yearly WellSaid pricing ↗. A free trial with full Studio access and three download minutes a month needs no credit card, but it does not include commercial rights WellSaid pricing ↗.

The tradeoff is languages. WellSaid's individual and Business plans include English voices; other languages and translation come only with Enterprise WellSaid pricing ↗. The Neuron also calls it more focused on English narration than multilingual work The Neuron guide ↗. If you need Spanish or other languages on a small budget, ElevenLabs is the better fit ElevenLabs features ↗.

Why we like it

  • Licensed voice talent and clear commercial rights
  • Customer content not used to train models
  • No card free trial
  • Top model on every plan

Flaws but not dealbreakers

  • English only below Enterprise
  • Fewer minutes for the money than ElevenLabs
  • No commercial rights on the free trial

Descript

Best for podcasters and video makers who want to fix narration by editing text.

Descript is a video and podcast editor with AI voices built in. You edit a script like a document, and its Regenerate feature creates new speech to fix a flubbed line or fill a gap Descript AI voices ↗. You can clone your own voice in about 60 seconds, and Descript says cloning is limited to your own voice Descript AI voices ↗. Its stock voices speak more than 20 languages, and AI dubbing translates voiceovers into five languages Descript AI voices ↗.

Plans start with a free tier that includes one media hour a month and a one time 100 AI credits, with watermarked 720p exports Descript pricing ↗. Hobbyist is $16 a month billed yearly, or $24 monthly, with 10 media hours, 400 AI credits a month and no watermark Descript pricing ↗.

If you only need voice files, a dedicated generator like ElevenLabs gives more voices for less ElevenLabs pricing ↗. If you are already editing video, Descript saves you a round trip between apps.

Why we like it

  • Fix spoken mistakes by editing text
  • Clone your own voice quickly
  • Voice, editing and captions in one app

Flaws but not dealbreakers

  • Free exports are watermarked

Who this is for

This guide is for owners and small teams who need a voice but do not want to hire one for every project. Common jobs include onboarding and training videos, product demos, social ads, explainer videos on a website, phone greetings and hold messages, and translating a video into Spanish for local customers.

An AI voice generator turns written text into spoken audio. You paste a script, pick a voice, adjust pace or emotion, and download an audio file. Many tools also let you clone your own voice, so your videos can sound like you without you recording every line.

If you need a voice for one short ad a year, a local voice actor may still be the better choice. If you produce training, marketing or support videos every month, an AI voice can cut the cost and the turnaround from days to minutes.

Why you should trust us

We read each vendor's pricing, feature and help pages, checked prices on October 9, 2026, and read independent coverage including The Neuron's August 2026 guide to AI voice generators for business The Neuron guide ↗ and user reviews on Capterra and Trustpilot Capterra, ElevenLabs ↗ Trustpilot, ElevenLabs ↗. Where a vendor's pricing page did not load, we say so and name the third party source we used instead. Every fact links to its source.

We have not yet tested these tools hands on. Hands on testing is in progress, and we will update this guide with results, including the same scripts read by each tool in English and Spanish. Until then, our picks rest on vendor documentation, independent reviews and user reports. No vendor paid for placement.

How we picked

We started with the names that come up most in this category, including dedicated voice generators, editors with built in voices, and reading apps. We dropped tools aimed at listening to text rather than producing voiceovers, and developer only APIs.

The license mattered most. A voice you cannot legally use in an ad or a paid course is useless to a business, so we checked exactly which plans include commercial rights. Then we looked at voice quality as reported by reviewers, language coverage, voice cloning safeguards and what a few hours of audio a month costs.

We did not name a separate best free option. The free plans we checked are fine for testing voices, but none of our picks allows commercial use on its free tier: ElevenLabs free content cannot be used commercially and must credit ElevenLabs ElevenLabs license help ↗, and Murf and WellSaid exclude commercial rights on their free tiers Murf features ↗ WellSaid pricing ↗.

  • Commercial rights on an affordable plan
  • Natural voices, as reported by reviewers and users
  • Languages and accents for your customers
  • Voice cloning limited to voices you have rights to
  • Clear, published pricing and limits
  • A free plan or trial to test voices first
  • Fits tools you already use, such as slides or video editors

What an AI voice generator can and can't do today

For scripted narration, the best AI voices are now very convincing. Capterra reviewers say listeners often cannot tell ElevenLabs from a human voice actor Capterra, ElevenLabs ↗. Tools now handle many languages, multiple speakers in one clip and emotional direction through tags ElevenLabs features ↗. You can clone your own voice in minutes on Descript Descript AI voices ↗ or with instant cloning on ElevenLabs Starter ElevenLabs pricing ↗.

Problems remain. Users report mispronounced names, unpredictable pacing, uneven volume and clones that struggle with non American accents Capterra, ElevenLabs ↗ Trustpilot, ElevenLabs ↗. Fixes often mean regenerating a line several times, and on credit based plans each attempt costs money Capterra, ElevenLabs ↗. Brand names, medical terms and local street names are the usual trouble spots.

Treat the AI as a fast voice actor who needs direction. Write for the ear, spell tricky words phonetically, generate short sections, and listen to every line before you publish.

Before you sign up

Check the license first. Free plans usually do not allow commercial use. ElevenLabs' free plan content cannot be used commercially and must credit ElevenLabs ElevenLabs license help ↗, Murf's free plan has no commercial license Murf features ↗, and WellSaid's free trial excludes commercial rights WellSaid pricing ↗. Pay for the plan before you publish anything that promotes your business.

Only clone voices you have the right to use. Descript says its cloning is limited to your own voice Descript AI voices ↗. If you clone a staff member, get written consent and decide what happens when they leave.

Be careful with phone calls. In February 2024 the FCC ruled that AI generated voices, including voice clones, count as artificial voices under the Telephone Consumer Protection Act, so outbound calls using them may need the recipient's prior express consent Wilson Sonsini, FCC ruling ↗. A recorded greeting on your own line is different from outbound marketing calls, but ask a lawyer before you run AI voice campaigns.

  • Confirm commercial rights on the exact plan you buy
  • Write a short pronunciation list for names and terms
  • Get written consent before cloning anyone's voice
  • Keep AI voices out of outbound calls without legal advice
  • Watch credit or minute limits, and whether they expire
  • Tell viewers when a voice is AI if it could mislead them

What to look forward to

Voices are getting more expressive and faster. ElevenLabs' newest model adds more emotion, multi speaker dialogue and longer scripts per generation ElevenLabs features ↗, and Murf now offers a fast text to speech API at one cent a minute Murf features ↗. Real time voices are also powering phone agents, which Murf now offers with human escalation Murf features ↗.

We expect dubbing to become routine, so a small business can publish the same video in English and Spanish on the same day. We also expect clearer rules and labels for synthetic voices. We will update this guide as those changes arrive and as our hands on testing finishes.

The competition

SpeechifyPremium $29/month

Speechify is best known as an app that reads text aloud, with a $29 a month Premium plan offering more than 1,000 voices in 60 plus languages Speechify pricing ↗. Its voiceover product, Speechify Studio, is priced on a separate page, and The Neuron notes its pricing is split across products, which makes matching a plan harder Speechify pricing ↗ The Neuron guide ↗.

PlayHTDiscontinued; service reported shut down Dec 31, 2025

PlayHT is aimed at developers who need voice generation or cloning inside their own product or workflow, according to The Neuron The Neuron guide ↗. Most small businesses making voiceovers will find ElevenLabs easier and cheaper to start with ElevenLabs pricing ↗.
